BSCC is Montana’s statewide Health Information Exchange (HIE). Healthcare organizations of all types across Montana have the opportunity to participate in the HIE. BSCC allows participating physicians, insurance providers, public health teams, and other healthcare organizations to connect and share information through a centralized digital network. Participants in the network can query for a patient they are treating (within the BSCC network )to view a consolidated and more complete health record compiled from other participating organizations. No matter where a patient is seeking treatment in the state of Montana, the treating provider will be able to access comprehensive patient health information at the point of care.

BSCC and the combined efforts of healthcare leaders across Montana are working to connect healthcare organizations to provide continuity of care and to help healthcare stakeholders reach their goals.

Here’s how it works: Data feeds from healthcare providers across the state into a centralized system allowing any provider to display a full medical history for patients that includes data from all their various care team members.

The exchange allows doctors, nurses, and other care team members involved in a patient’s care to appropriately access and securely share a patient’s vital medical information electronically – improving the speed, quality and safety and reducing the cost of patient care.

Despite the widespread availability of secure electronic data transfer, most Americans’ medical information between different providers is not easily available electronically at any one point of service – creating an inefficient, time-consuming system prone to errors.  HIEs across the country are helping solve this problem and bring real value to provider practices and those they serve.

BSCC is in the process of procuring the technology platform for the HIE and the intent is to have the core infrastructure implemented by the end of 2019 with the electronic sharing of health information occurring within the first half of 2020.

Currently, funding is provided through a 90/10 funding through the Centers for Medicare & Medicaid (CMS). The Montana Department of Health and Human Services secured $19 million from CMS and BSCC is raising money for the 10 percent required match.

BSCC takes data privacy and security very seriously. In addition to HIPAA (the Health Insurance Portability and Accountability Act), Privacy and Security Rules prohibit healthcare providers sharing your health information for any purpose other than treatment, payment, and health care-related operations without explicit permission from you.

BSCC has multiple opportunities for providers, healthcare facilities, payors, public health groups, patients and businesses to get involved in the effort to expand interoperability in Montana.

Enroll – Access to a complete medical record will be achieved when all providers and healthcare teams involved participate in BSCC, the better the information shared and accessed is.
